In a quick conversation that took place between me and a friend who is a student at Scientific Hawza in Al Najaf Alashraf, he was asking whether Islam puts a ruler in the case that if any person wants to be the governor, is it has to be a Muslim ? Then he cited verse 55 of Surat Yusuf, which says: (Make me on the coffers of the earth that I am a knowledgeable trustworthy person). 
        After that, He said that, Islam puts only two conditions that must be met by the ruler or governor, but Islam did not stipulate that whoever is in charge of managing the affairs of the state must be a Muslim!  Because there is no relationship  between the administration of the country and  the religion of the ruler, Islam focuses on two characteristics which that the ruler must be a specialist in the field for which he is responsible and trustworthy. 
       So, I told him, my friend, 17 years ago, we have been appealing for technocrats and honesty .. Logic and reason also refer to that, regardless of the text of Quran and its explanation. Who govern us now is a group of thieves and The Evil coming from the West. 
       He said to me: this Quranic text ( verse 55), is very important to remove the suspicion on behalf of Muslims who are caught in the matter. And Iraq can goes out of his government corruption crisis if Iraqi people vote the specialist and the trustworthy person.
I told him: There is illiteracy and a lack of awareness and a wrong understanding of democracy. The voter is ignorant of electoral concepts, and the candidate is ignorant or ignored  his responsibility, and there is a great confusion between legislative and supervisory authority, and the executive authority. Besides, who govern Iraq now are the worst rulers in the history of Iraq.
       What made matters worse is people's ignorance of the new electoral law, which, in my opinion, today serves the people but not the authority, if the best is chosen. 
       As for the Qur’anic text and its defense, or its dismissal of suspicion from Muslims, I say: Who is defending the looted and hungry who live in Iraq?!
       Do you agree with me that Iraq has become a chaotic theater for settling accounts?
Until now we stick to the peel and leave the pulp. It would have been more appropriate to ask a deeper question than (Does Islam forbid non-Muslim to rule) .. When would we ask what is the ruling of Islam on the ruler if citizens die during his regime from the effects of hunger, disease, poverty, and cold ? What is the ruling of Islam on the unjust ruler? What is the Islamic ruling on the thief ruler? What is the lesson that Ali bin Abi Talib wanted when he referred to the end of his caliphate, that he would not get out of it except with the cloth that he had?!
       Dear sir, Islam came to organize the lives of people to reach their happiness in this world and the hereafter, but today, thanks to Zionism and people's ignorance, it has become the reason for the difference.
